You will have submit the URL to Bing to get more organic traffic. You need to submit the home page URl only. MSN bot will follow and index all the pages.
For accessing the webmaster control panel you should have live account. When you log in just add the website and verify them by META or File upload method.
Bing is having its own alogrithm. If your site is getting useful traffic from Live search and MSN, you need not submit them again.Happy submitting!!!
